Tr\u00e1p\u00ed m\u011b v\u0161ak nedostatek \u0159idi\u010d\u016f autobus\u016f, co\u017e m\u00e1 za n\u00e1sledek neodjet\u00ed mnoha spoj\u016f. Probl\u00e9m s\u00a0\u0159idi\u010di je nap\u0159\u00ed\u010d republikou, ale je ot\u00e1zka, zda p\u0159echod v\u00a0Plze\u0148sk\u00e9m kraji od jedno velk\u00e9ho zaveden\u00e9ho dopravce k\u00a0nov\u011b vybran\u00e9mu rovn\u011b\u017e celokrajsk\u00e9mu dopravci nep\u016fsobil jako katalyz\u00e1tor a\u00a0nevznikla o\u00a0to v\u011bt\u0161\u00ed nouze. Pro atraktivnost vyu\u017e\u00edv\u00e1n\u00ed ve\u0159ejn\u00e9 dopravy by kup\u0159\u00edkladu pomohlo um\u00edst\u011bn\u00ed zast\u00e1vek bl\u00ed\u017ee obytn\u00e9 z\u00e1stavb\u011b, obchodn\u00edm za\u0159\u00edzen\u00edm \u010di pr\u016fmyslov\u00fdm objekt\u016fm. Jejich historick\u00e9 um\u00edst\u011bn\u00ed je leckde ve velk\u00e9 doch\u00e1zkov\u00e9 vzd\u00e1lenosti nebo \u00fapln\u011b chyb\u00ed. V\u00a0Plzni snad pak ji\u017e byla opu\u0161t\u011bna my\u0161lenka na vystav\u011bn\u00ed p\u0159estupn\u00edch uzl\u016f na okraji m\u011bsta a\u00a0nucen\u00fd p\u0159estup cestuj\u00edc\u00edch z\u00a0autobus\u016f do MHD. To by \u0159adu z\u00a0nich odradilo od\u00a0vyu\u017e\u00edv\u00e1n\u00ed VLD, a\u0165 z\u00a0pohledu komfortu tak \u010dasov\u00e9 ztr\u00e1ty.<\/p>\n<p><strong>Co je podle V\u00e1s nejbolav\u011bj\u0161\u00edm m\u00edstem kraje v\u00a0oblasti dopravy? <\/strong><\/p>\n<p>Po otev\u0159en\u00ed z\u00e1padn\u00edho obchvatu se uk\u00e1zala jeho kritick\u00e1 m\u00edsta, co\u017e zt\u011b\u017euje jeho vyu\u017eit\u00ed. Z\u00a0pohledu \u0159idi\u010d\u016f tzv. velk\u00fdch vozidel je to jeho pom\u011brn\u011b \u00fazk\u00e9 proveden\u00ed. V\u00a0p\u0159\u00edpad\u011b poruchy \u010di pot\u0159eby nen\u00ed kam uhnout. Rovn\u011b\u017e n\u00e1jezdov\u00e9 rampy z\u00a0Chebsk\u00e9 ulice na maj\u00ed natolik ostr\u00e9 oblouky, \u017ee sebelep\u0161\u00ed \u0159idi\u010d kami\u00f3nu \u010di autobusu m\u00e1 velk\u00e9 obt\u00ed\u017ee najet tak, aby nezas\u00e1hl do pr\u016fb\u011b\u017en\u00e9ho pruhu na obchvatu. Vznikaj\u00ed velmi nebezpe\u010dn\u00e9 situace. A\u00a0pro ka\u017ed\u00e9ho \u0159idi\u010de se pak stal \u0161puntem a\u00a0adrenalinov\u00fdm z\u00e1\u017eitkem pr\u016fjezd okru\u017en\u00ed k\u0159i\u017eovatky u\u00a0Makra, kter\u00e1 nov\u011b p\u0159iveden\u00e9 mno\u017estv\u00ed vozidel nezvl\u00e1d\u00e1. Jej\u00ed opo\u017ed\u011bn\u00e9 roz\u0161\u00ed\u0159en\u00ed b\u011bhem sou\u010dasn\u00e9ho vysok\u00e9ho zat\u00ed\u017een\u00ed bude n\u00e1ro\u010dn\u00ed pro v\u0161echny.<\/p>\n<p><strong>Pokud byste byl ve veden\u00ed kraje, jak\u00e9 kroky byste ohledn\u011b dopravy u\u010dinil jinak ne\u017e veden\u00ed sou\u010dasn\u00e9? \u00a0<\/strong><\/p>\n<p>Jsem p\u0159esv\u011bd\u010den, \u017ee nejv\u011bt\u0161\u00ed zak\u00e1zka na autobusy nebyla ud\u011bl\u00e1na ide\u00e1ln\u011b. Nasmlouvalo se 3\u00a0mil. km ro\u010dn\u011b nav\u00edc, kter\u00e9 nikdo necht\u011bl a\u00a0nepot\u0159eboval. A\u00a0t\u00edm se sn\u00ed\u017eil man\u00e9vrovac\u00ed prostor pro \u00fapravu j\u00edzdn\u00edch \u0159\u00e1d\u016f pro aktu\u00e1ln\u00ed pot\u0159ebu. \u010casto voz\u00edme ve velk\u00fdch autobusech vzduch, ne\u017e abychom ve vzd\u00e1len\u011bj\u0161\u00edch m\u00edstech vozili v\u00a0men\u0161\u00edch autobusech, ale \u010dast\u011bji cestuj\u00edc\u00ed.<\/p>\n<p><strong>Obyvatele mnoh\u00fdch m\u011bst tr\u00e1p\u00ed t\u011b\u017ek\u00e1 n\u00e1kladn\u00ed doprava, kter\u00e1 leckde po\u0161kozuje historick\u00e9 budovy v\u00a0t\u011bsn\u00e9 bl\u00edzkosti komunikace, obyvatele n\u011bkter\u00fdch mal\u00fdch obc\u00ed zase siln\u011b nedostate\u010dn\u00e1 dostupnost ve\u0159ejnou dopravou. Pl\u00e1novan\u00fd vnit\u0159n\u00ed pr\u016ftah Plzn\u00ed s\u00a0estak\u00e1dou kolem Kalikovsk\u00e9ho ml\u00fdna i\u00a0zasyp\u00e1n\u00ed Rondelu m\u00e1 \u0159adu odp\u016frc\u016f v\u00a0krajsk\u00e9m m\u011bst\u011b. Jak se na tuto problematiku d\u00edv\u00e1te Vy?<\/strong><\/p>\n<p>Samoz\u0159ejm\u011b obecn\u011b tranzitn\u00ed n\u00e1kladn\u00ed doprava do obytn\u00fdch \u010d\u00e1st\u00ed obc\u00ed nebo do st\u0159edu m\u011bsta nepat\u0159\u00ed. Pokud nen\u00ed jin\u00e1 mo\u017enost cesty pro dopravce, je pak smyslupln\u00e9 zkapacit\u0148ov\u00e1n\u00ed komunikac\u00ed, budov\u00e1n\u00ed p\u0159elo\u017eek a\u00a0obchvat\u016f. Bohu\u017eel nov\u00e9 logistick\u00e9 a\u00a0pr\u016fmyslov\u00e9 are\u00e1ly jsou v\u00a0drtiv\u011b v\u011bt\u0161in\u011b z\u0159izov\u00e1ny mimo dosah a\u00a0napojen\u00ed k\u00a0\u017eelezni\u010dn\u00ed s\u00edti a\u00a0ani celkov\u00fd stav a\u00a0kapacita dr\u00e1\u017en\u00ed infastruktury ned\u00e1v\u00e1 moc \u0161anci k\u00a0proklamovan\u00e9mu p\u0159eveden\u00ed \u010d\u00e1sti n\u00e1klad\u016f ze silni\u010dn\u00ed na vlakovou dopravu. Naopak vle\u010dky miz\u00ed. Estak\u00e1da kolem Kalikovsk\u00e9ho ml\u00fdna jako alternativn\u00ed pr\u016ftah Plzn\u00ed je \u0161patn\u011b. Dojde k\u00a0zasa\u017een\u00ed p\u0159\u00edrod\u011b bl\u00edzk\u00e9 oblasti \u00fadol\u00ed nivy \u0159eky M\u017ee ve st\u0159edu m\u011bsta, kter\u00e9 z\u00e1rove\u0148 slou\u017e\u00ed k\u00a0proch\u00e1zk\u00e1m nejen Plze\u0148an\u016fm nebo jako p\u0159\u00edjemn\u00e1 cesta do ZOO. Projektu pak t\u011bsn\u011b p\u0159il\u00e9h\u00e1 i\u00a0pam\u00e1tn\u00e1 alej Kilometrovka \u010di kr\u00e1sn\u011b obnoven\u00fd Lochot\u00ednsk\u00fd park. Sp\u00ed\u0161e bych up\u0159ednostnil obchvaty obc\u00ed \u010cem\u00edny, M\u011bsta Tou\u0161kova a\u00a0Kozolup, abychom dopravu z\u00a0\u010d\u00e1sti severn\u00edho plze\u0148ska a\u00a0varska nep\u0159itahovali k\u00a0Plzni. Nav\u00edc dal\u0161\u00ed komunikace p\u0159ivede do \u0161ir\u0161\u00edho centra Plzn\u011b jen v\u00edce automobilov\u00e9 dopravy. M\u00e1me st\u00e1vaj\u00edc\u00ed pr\u016ftah a\u00a0nov\u011b vybudovan\u00fd z\u00e1padn\u00ed obchvat. Zasyp\u00e1n\u00ed rondelu by byla asi tak\u00e9 chyba. Nezn\u00e1m dopravn\u00ed modely, alete\u010f zde je vyhovuj\u00edc\u00ed mimo\u00farov\u0148ov\u011b k\u0159\u00ed\u017een\u00ed silnic a\u00a0tramvajov\u00e9 trati a\u00a0\u00fa\u010del spojen\u00ed severn\u00edho p\u0159edm\u011bst\u00ed se zbytkem m\u011bsta pln\u00ed. Transit ji\u017e m\u016f\u017ee vyu\u017e\u00edvat z\u00e1padn\u00ed obchvat p\u0159\u00edpadn\u00ed Jate\u010dn\u00ed ulici sm\u011br Praha. Nedostate\u010dn\u00e1 obsluha mal\u00fdch obc\u00ed krom\u011b finan\u010dn\u00ed str\u00e1nky souvis\u00ed tak\u00e9 s\u00a0ji\u017e zm\u00edn\u011bn\u00fdm nedostatkem \u0159idi\u010d\u016f.<\/p>\n<p><strong>Jak hodnot\u00edte sou\u010dasn\u00e9 veden\u00ed kraje v\u00a0oblasti dopravy a\u00a0investic sou\u010dasn\u00fdch i\u00a0pl\u00e1novan\u00fdch? Je n\u011bco, za co byste sou\u010dasn\u00e9 veden\u00ed kraje pochv\u00e1lil, a\u00a0co naopak hodnot\u00edte nejkriti\u010dt\u011bji?<\/strong><\/p>\n<p>Ur\u010dit\u011b je pot\u0159eba pokra\u010dovat v investic\u00edch do opravy silnic ni\u017e\u0161\u00ed t\u0159\u00eddy. Je st\u00e1le \u0159ada spojen\u00ed, kde je uspo\u0159\u00e1d\u00e1n\u00ed a povrch komunikace \u0161patn\u00fd. A leckde je z\u00e1rove\u0148 vedena ve\u0159ejn\u00e1 autobusov\u00e1 doprava s nov\u00fdmi n\u00edzkopodla\u017en\u00edmi vozy, kter\u00e9 dost\u00e1vaj\u00ed po\u0159\u00e1dn\u011b zabrat. Nam\u00e1tkou se mi vybavuj\u00ed \u00faseky Hubenov &#8211; Lhotka \u010di Nev\u0159e\u0148 &#8211; P\u0159\u00ed\u0161ov na severu Plze\u0148ska, Sob\u011bkury &#8211; Ot\u011b\u0161ice na jihu nebo Radnice &#8211; Kamenec na Rokycansku. Je dobr\u00e9, \u017ee se da\u0159\u00ed sout\u011b\u017eit za ni\u017e\u0161\u00ed ceny, ne\u017e jsou p\u0159edpokl\u00e1dan\u00e9 dle projektanta. Bohu\u017eel nesmysln\u00e9 vynakl\u00e1d\u00e1n\u00ed prost\u0159edk\u016f sou\u010dasn\u00e9ho veden\u00ed kraje na budov\u00e1n\u00ed pomn\u00edk\u016f typu m\u011bstsk\u00fdch l\u00e1zn\u00ed se ur\u010dit\u011b odraz\u00ed negativn\u011b i v doprav\u011b.
